While small fish they wouldn't cross this BGS 9.5 to a PSA 10. Any bets it comes back a PSA 10 when it's out of the slab??

PSA should probably restudy the policy.
I was looking at some nice BGS cards the other day - in person - along
with the same cards in the same grade slabs from PSA. The cards looked
exactly the same.
A couple of years ago, on the currency side, a test of the 3 top graders
was conducted. A number of notes were submitted serially, and all came
back with the same or nearly the same grades.
There is subjectivity (art) in grading, BUT there is also objectivity (science).
Expert graders will most often be in close agreement, no matter who they
work for.
I doubt that PSA is rejecting large numbers of other slabs just to make money.
BUT, I think it is possible/likely that they have developed what might be an
irrational mistrust of the other slabs. They should think about whether that
mistrust is fully justified.
